AnnotationThis discussion paper draws on and summarises issues for safeguarding which emerged primarily from a seminar with service users, regulators and policy makers from across government and inspectorates. It looks at the policy and legislative context; compares arrangements for safeguarding children and adults; and outlines the role of regulators and regulation. Among key issues that will feed into the review of the 'No Secrets' guidance are: management and leadership; having a skilled workforce; inter-agency working; balancing the rights of the individual with the role of the State; and recognising abuse and harm.
