AnnotationParticipants at this EU High-level Conference recognise that mental health is a human right, and that action is needed to combat mental disorders. They agreed for the need for a decisive step to make mental health and well-being a key priority. This document sets out a call for action on five priority areas: prevention of depression and suicide; mental health in youth and education; mental health in workplace settings; mental health of older people; and combating stigma and social exclusion. The Pact recognises that primary responsibility for action rests with EU Member States, who are invited to contribute to its implementation. (RH).
