AnnotationThe 2009 Nobel prize winner for economics, Elinor Ostrom and her team at Indiana University, coined the term "co-production" in the early 1970s as a way of explaining why the wholesale adoption of centralised service delivery through large institutions was less effective than people had predicted. Co-production is based on recognising the resources that citizens already have, and on delivering services alongside their users, their families and their neighbours in partnership with the public. The idea has been used in both the public and voluntary sectors in the UK in the last few years. Early evidence suggests that it is an effective way of delivering better outcomes in public services - often for less money. This paper is the first publication from a major project between NESTA's Public Services Lab (The Lab) and the New Economics Foundation (NEF) to increase the understanding of co-production and how it can be applied to public services. The project has established a network of pioneering frontline workers from across the UK, whereby co-production is being used to engage citizens and improve services. The context for this report is the crisis of reform in public services. The report explains what co-production is and isn't, how it works, and ways in which co-production could be further developed.
