AnnotationOn 1 April 2009, the Care Quality Commission (CQC) assumed responsibility for regulating adult social care in England from the former Commission for Social Care Inspection (CSCI) and its previous reporting on this subject in 'The state of social care in England'. This report finds that 140 (95%) of 148 councils were performing "well" or "excellently" (26 were performing excellently); however, only about one third of councils perform adequately in maintaining people's dignity and respect. Assessments have been informed by carrying out detailed service inspections that focus on adult safeguarding. The report focuses on: ensuring care is centred on people's needs; joined-up care; acting swiftly to help eliminate poor quality care and ensuring and promoting high quality care; and regulating effectively in partnership.
