AnnotationThere is a shortage of private insurance to cover individuals against future personal care costs. Government intervention, in the form of a Personal Care at Home Bill, is deemed necessary to fill an important weakness in market provision. This impact assessment of the Bill provides background evidence and analysis, including indications of the annual costs and annual benefits involved for the two options that have been considered: doing nothing; or free personal care at home for those in highest need.
