AnnotationPlans by the Department of Health (DH) to register 300,000 home care workers in England received a further setback in October 2009. This article examines the future for the scheme which was due to start in 2010 is administered by the General Social Care Council (GSCC), and why devolved UK administrations are divided on the issue. While there is acknowledgement that some form of regulation is required, care staff on low wages would also have to make payments for re-registration every three years. (RH).
