Annotation | We live in a "brittle society", in which we rely on public and private sector organisations to provide essential services that will protect us from risks or disturbances to infrastructure. The author starts from the premise that much of our infrastructure is outmoded and archaic, with a narrow focus on emergency services and institutions and the policies that underpin it. This report calls for a radical rethink of resilience. Instead of structures or centralised services, it argues that citizens and communities are the true source of resilience for our society. The author uses case studies to highlight what policy makers can learn from people's resourcefulness, and points to new ways that can transform our ability to respond when disaster strikes. (RH). |
