Annotation | Care service procurement alliances between neighbouring local authorities undoubtedly please finance chiefs. However, the author of this article wonders whether they are such a good deal for providers and clients. He looks at examples of collaborative commissioning such as the West London Alliance, comprising the London Boroughs of Brent, Ealing, Hammersmith and Fulham, Harrow, Hillingdon and Hounslow who have agreed a joint plan for £220 million worth of adult care services a year. Another example is the Berkshire Procurement and Shared Services Unit, comprising the unitary authority councils of the former county, which uses the Care Funding Calculator (CFC) to manage the costs of residential care for adults with learning difficulties.
