Annotation | The purpose of the Green Paper 'Shaping the future of care together' (Cm 7673; 2009) is to debate options for the future funding of social care and support for older people and younger people with disabilities. This article reviews methods of funding welfare provision in the US and the UK. Social care is means-tested in England, such that anyone with assets worth more than £23,000 receives no help from the state. The Green Paper proposes a "national care service" to tackle the variability in service provision and charging, and the author outlines the options. (RH). |
