AnnotationGiven that older people are the greatest users of social care, it is vital that disputes between authorities as to who is responsible for the provision of services are avoided as far as possible and speedily resolved. Age Concern and Help the Aged respond to a Department of Health (DH) consultation on a revision of the ordinary residence guidance. This relates to matters such as portability of care packages, hospital discharge, and deprivation of liberty safeguards. In the main, the consultation only affects local authorities in England; however, Age Concern and Help the Aged in Wales have been consulted on the specific question of resolving cross border disputes.
