AnnotationAge Concern and Help the Aged responds that it would be more cost efficient and bring more consistency if the administration and negotiation of the reimbursements of bus operators was conducted at national level. However, the ability to implement discretionary travel concessions should be made at the lowest possible level of local government. Eligibility, verification and issuing of the passes should also be done at the most local level possible. (RH).
