Annotation | This Viewpoint argues that analysts and commentators have paid insufficient attention to equity in adult social care. It sets out a framework for identifying a fairer system (based on five key questions that assess policy proposals) and uses this to evaluate the Green Paper, 'Shaping the future of care together'. This analysis shows that the Green Paper represents an advance on previous government statements on adult social care, but lacks important detail, particularly on funding options. There is a widespread view that the current funding arrangements are unfair with agreement across the political spectrum, but as yet, no agreement has led to action. This paper continues the debate on reforming social care expressed in two previous JRF Viewpoints in 2008: 'Rethinking social care and support: what can England learn from other countries?' and 'Does anyone care about fairness in adult social care?' (KJ/RH). |
