AnnotationLocal authorities and primary care trusts (PCTs) receive regular instructions to put new legislation into practice, and to ensure appropriate training. This article takes the implementation of the Mental Capacity Act 2005 as a case study of how commissioners are involved in such changes. The Act is an example of the gains that can be made if commissioners think about implementation across agencies, and between public and private sectors. (RH).
