AnnotationThere is ample evidence that the use of chronological age is applied as the basis for restricting availability and/or pricing of many services. This reference tool is the first in a series of publications from the Growing Older in Wales age equality initiative. It provides an age-proofing model to ensure equality standards are incorporated into the delivery of services for older people. The model is a combination of direct questions and impact assessment tool which uses the United Nations Principles for Older Persons (which comprises 18 items on the themes of independence, participation, care, self-fulfilment and dignity). The disability rights movement has identified three social barriers preventing disabled people from achieving equality: attitudinal, institutional and environmental. These can also usefully be incorporated into an age equality model. (RH).
