AnnotationAt the end of 2008, the Government set in motion a Strategic Review of Health Inequalities in England, chaired by Sir Michael Marmot, which will report in December 2009. As part of its work, Task Groups have been set up to collect evidence and suggest policy options. Howard Glennerster chaired this Social Protection Task Force, whose report will be considered as part of the evidence for the review. As a way of reaching a wider audience, it was decided to make this report available as a CASEpaper. The findings demonstrate that the introduction of social protection systems as well as their generosity and coverage have significant impacts on health. The eligibility for and administration of benefits matters: the growth of means testing in the UK and its recent modifications are examined. The Task Group find serious difficulties facing those with long term medical conditions who are on the margins of the labour force; collaboration between health and social protection systems is poor. The causes of health inequalities are varied and complex and go far beyond the consequences of financial insecurity. The UK's social protection system is seriously deficient in many respects. (RH).
