Annotation | The Social Care Institute for Excellence (SCIE) considers some of the research findings behind the development of personal budgets (PBs) and individual budgets (IBs). Most usefully, the article outlines findings on the effectiveness of the pilot schemes conducted by the Individual Budgets Evaluation Network (Ibsen) regarding user outcomes, staffing issues, support, brokerage, cost, carers, and rural issues. It suggests websites for further information and gives further details of the Ibsen study (carried out by Caroline Glendinning and colleagues at the Social Policy Research Unit, SPRU, University of York, 2009) and two other major studies: 'Rethinking social care and support: what can England learn from other countries?' (Joseph Rowntree Trust, JRF, 2008); and 'Dimensions of choice: a narrative review of cash-for-care schemes' (SPRU, 2008). (RH). |
