AnnotationThis Green Paper introduces proposals for a new care and support system and how it is to be funded. The National Care Service will affect every adult in England, whether as users, having family members who need support, or tax payers. People will expect the following: prevention services; national assessment (the right to have care and support needs assessed in the same way wherever you live); a joined-up service; information and advice; personalised care and support; and fair funding. Three funding options are described: partnership (costs shared between the individual and the state); insurance, in which people could choose to take out protection against the risk of having high care and support costs; or a comprehensive approach in which everyone who could afford to would be required to pay and would receive free care and support in return. It should be noted that these options cover only costs of care: people entering care homes would also have to pay for their accommodation.
