AnnotationAge Concern and Help the Aged comment on the consultation proposing amendments to the carbon emission reduction target (CERT) 2008-2011 funding criteria. While agreeing that there should be face-to-face energy advice, any arrangements made should discourage rogue traders and/or distraction burglars from operating. Also, measures for providing compact fluorescent light bulbs should be dropped. (RH).
