More specifically, 'Fulfilled lives, supportive communities' describes how modernised social services will contribute to improving lives in Wales, and follows the wide-ranging consultation in August to November 2006 (same title). The document describes the developing policy context in which social services will have to work, the key challenges to be faced, and the opportunities to be realised and actions that will be needed. It stresses the importance of social inclusion and independence, and supporting people to have control over how they want to live their lives; social services will act as corporate champions in local government for the most vulnerable and at-risk in their area. The document suggests that social services will be different by 2018: service users will be at the centre; those working in social services will see it as a career of choice; and those managing services will have a clearer idea of their roles and accountability.
