AnnotationThe Better Government for Older People (BGOP) Programme was a nationwide action research programme launched in 1998 which aimed to improve public services to older people. The Programme, part of the Modernising Government initiative, worked through 28 local pilot partnerships and a learning network of 170 local authority areas that provided services to more than two thirds of the UK population. BGOP was finally closed in March 2009 following a review undertaken by John Elbourne (Elbourne, 2008) on behalf of the Department for Work and Pensions (DWP) which recommended a UK Advisory Forum for Older People.
