AnnotationSocial care is characterised by uncertainty, inequalities, lack of information, and has vitally important emotional and relationship dimensions. This Viewpoint draws on the experiences of other countries, and sets out a number of principles that should underpin reform of care and support arrangements in England. The authors argue that responsibility for funding and providing social care is a collective, welfare state responsibility rather than an individual, private responsibility. Examples from other countries include: a cash Care Allowance funded from general taxation (Austria); a social insurance scheme, AWBZ (the Netherlands); a long-term care insurance scheme into which all retired people pay (Germany); co-payments (Japan and France); and a Personal Budget scheme (the Netherlands).
