Annotation | This edition of 21st Century Care looks at how people should access care and support services, and seeks to answer questions: what should fairness mean; how can simplicity and clarity be assured; and can we create one system for everyone? It considers fairness for people with different needs; geographic fairness; fairness for different age groups; and fair access, whoever is paying. It states the case for continuing to integrate assessment processes. It also suggests that by creating a stronger culture of rights and entitlements would be another way of achieving clarity.
