AnnotationThis executive summary outlines the main findings from the fourth and final annual report from the Commission for Social Care Inspection (CSCI) to Parliament on the state of social care in England. It summarises progress made over the last six years in improving councils' performance and the quality of care services overall. Part 1 covers data and trends on the range, quality and availability of social care services across the public, voluntary and private sectors. It also looks at trends in the care market and the adult social care workforce (estimated in all at some 1.5 million). Part 2 outlines the evidence of a special study conducted by the Individual Budgets Evaluation Network (IBSEN) on personalised support for people with multiple and complex needs, to ascertain whether these people are benefiting from the personalised care agenda as described in 'Putting people first' (Department of Health, 2007). It finds that while all councils in the study were engaging with the challenges of personalisation, all were struggling with making the policy part of mainstream services. The subsequent summary report from the Care Quality Commission (CQC) has the title 'The state of health care and adult social care: a look at the quality of care in England in 2009'. (RH).
