AnnotationCancer has been a health care priority for government since the White Paper, 'The health of the nation' (Cm 1986; HMSO, 1992), which set spending priorities for the mid-1990. This article argues that spending on cancer could be at the expense of other needs, such as palliative care. It considers whether campaigning on cancer care is skewing priorities to the detriment of community services, and the needs of older people and the mentally ill. (RH).
