AnnotationAge Concern England (ACE) responds to a more detailed consultation from the Audit Commission and six other inspectorates regarding proposals for a new regulation scheme for local government, the Comprehensive Area Assessment (CAA), which will replace the Comprehensive Performance Assessment (CPA) in April 2009. ACE answers question in the consultation, and queries the absence of risk management and adherence to statutory procedures from the proposed framework. While ACE thinks the proposals place a lot of emphasis on vulnerable people, it wonders how adequate the data collected will be in judging how well individual authorities perform. Any information that is collected must be clear, and that older people and others should have access to more detailed information if they wish. The use of information from other sources (e.g. Citizens Advice Bureaux) is to be welcomed. (RH).
