AnnotationThe Care Quality Commission (CQC) was established by the Health and Social Care Act 2008 to regulate the quality of health and adult social care and to look after the interests of people detained under the Mental Health Act. The Commission comes into operation on 1 April 2009, and brings together the work of the Commission for Social Care Inspection (CSCI), the Healthcare Commission, and the Mental Health Act Commission (MHAC). This draft policy document sets out how the CQC intends to use its enforcement powers to protect the health, safety and welfare of people who use health and social care services, and to improve the quality of these services. The CSC invites comments on the policy and suggestions on how to develop it; the consultation closes on 16 January 2009. (RH).
