Annotation | These two volumes are the first annual reports of the Office of the Public Guardian and the Public Guardian Board, which accompany each other. The first annual report of the Public Guardian Board (the Board), is of a new body set up under the Mental Capacity Act 2005 to scrutinise and review the work of the Public Guardian. The Board started in shadow form in February 2007, and began operating on 1 October 2007, at the same time as the Office of the Public Guardian (OPG). Under section 59(9) of the Mental Capacity Act 2005, the Board is required to provide the Lord Chancellor with an annual report about "the discharge of its functions". In this report ("Scrutiny, review, engagement") the Board describe the approach followed and summarise their views of the work of the Public Guardian in the period up to September 2008. The Board's report accompanies the OPG's own annual report, which provides full details of its performance and accounts.
