AnnotationThe Resolution Foundation's remit is to promote fair and efficient access for low earners to the mixed economy. The Foundation intends to explore elderly care through the eyes of low earners, and to analyse elderly care as a mixed market of funding and provision, given their disadvantages in this market. This report comprises two pieces of research commissioned by the Foundation. First, a YouGov survey of more than 2000 UK adults polled in December 2007, found strong dissatisfaction with the UK care system and a service that was deteriorating in terms of quality and affordability, and problems of access due to means-testing. Second, a literature review and qualitative study by Deloitte collated all existing data relevant to how low earners fare in the care system. The main themes emerging were funding and means testing, levels of awareness, and the views of carers. Unless there is significant reform leading to a fairer system, low earners will continue to be disadvantaged in access to care services for older people. (RH).
