Annotation | This policy brief provides a short summary of the ILC-UK discussion paper, 'A National Care Fund for long-term care'. It proposes a National Care Fund, which would be a social insurance fund to pay for long-term care, which could be limited to those aged 65+. Critical to the Fund's success would be high rates of participation by older people and some sort of "auto-enrolment"; the poorest individuals would have their contributions paid for by the state. The mechanisms of the Fund are outlined. (RH). |
