AnnotationA large amount of volunteering takes place in community-based organisations to serve local interests and run services and activities for communities. This research bulletin summarises findings from a study which finds that volunteering in these organisations is increasingly being moulded by external factors such as legislation, policy and funding programmes. The small size of these organisations renders them vulnerable to policy and funding changes, and restricts their capability or opportunity to influence wider decisions. The roles and responsibilities of volunteers, and the ways in which they are supported, are changing in response to these factors - and not always for the better in terms of what organisations are trying to achieve. Community-based organisations risk moving away from their ethos and remit as policies or funding encourage them to follow different directions.
