AnnotationFollowing a National Listening Exercise in 1999 commissioned by the National Coordinating Centre for NHS Service Delivery and Organisation (SDO), a study was conducted on the meaning of "continuity of care" within organisations and across organisational borders (e.g. between primary and secondary care). An eventual outcome was an council report (CR110) from the Royal College of Psychiatrists setting out good practice for people with an enduring or relapsing mental illness. The authors of this article investigated how CR110 has influenced policies relating to transfer of longstanding mental health problems between working-age adult and old age mental health services. Of 40 healthcare organisations analysed, most used age 65 as the transfer age between services; 61% had read CR110; and 66% stated that they used a transition protocol. Most protocols or written agreements were devised after publication of the National Service Framework for Older People (NSF), though that was not identified as a major stimulus in protocol or written agreement development. Three dominant themes were identified in qualitative analysis: needs-led versus age-led services; resources; and advantages and disadvantages of using the protocol. The authors make recommendations for the RCP on what constitutes a good practice protocol. (RH).
