AnnotationThe personalisation of social care will require a new contract between staff, service users and the state. The Department of Health (DH) commissioned the authors to conduct an independent evaluation of progress with self-directed support (SDS), also known as "personalisation". The evaluation included in-depth qualitative case studies of three localities, to provide an understanding of the variation of progress in implementing SDS. The report examines conceptual and cultural issues; the preparation and planning carried out by the three authorities; and infrastructure and implementation issues. It identifies some ideological obstacles to the concept of SDS, ranging from the staff view that SDS runs counter to fair access (FAQ), to mistrust on the part of service users. This research is available in a range of formats at www.tinyurl.com/2rue2e - along with other reports from the Individual Budgets pilot programme of the Care Services Improvement Partnership (CSIP) (RH).
