Improving the quality of long-term care services in England

AnnotationApproaches to measuring the quality of long-term care (LTC) in England have developed within the context of public service reform, for which improving the quality of LTC has been a specific goal. This article outlines the Government's approach to public sector reform post-1997 based upon four tenets: greater competition and contestability in the provision of public services; growth in top-down performance management; enhanced consumer choice and participation; and strengthened capability and capacity of civil and public servants and officials to deliver improved public services. Quality improvement structures are then outlined: Best Value Regime, the Personal Social Services Performance Assessment Framework (PAF), the Care Standards Act 2002, and the work of the Commission for Social Care Inspection (CSCI).
