Annotation | The Resolution Foundation aims to improve the well-being of low earners, and to deliver change in areas where this income group is disadvantaged. The Foundation has chosen to focus on issues of residential and domiciliary long-term care for older people, because: long-term care presents particular challenges for low earners; it has a complex mixed market of funding and delivery; and is becoming increasing important as a government priority. This report describes and assesses the long-term care market, based on analysis conducted for the Foundation by Deloitte. It describes and explains the market functions of long-term care in a mapping exercise; assesses how well it operates according to the criteria of efficiency and fairness; and reflects on some key developments that will have a significant impact on the market in the near future.
