AnnotationThere are currently some 20 statutes governing the duties and responsibilities of local authorities in the provision of community care services. This handbook attempts to provide a guide through such legislation since the National Assistance Act 1948 at the start of the welfare state. The first two chapters cover the Mental Health Acts and assessment of capacity. Chapter 3, on assessment of community care needs of adults, looks at the extent to which local authorities are obliged to provide such services, also the protection of older and vulnerable adults. Other chapters deal with the provision of accommodation by local authorities, charging for services, direct payments, recovering charges, and the distinction between community care needs and health care needs. Also included are tables of cases, statutes, and Statutory Instruments referred to in the text. (RH).
