Annotation | Older people have often been overlooked in disasters and conflicts, and their concerns have rarely been dealt with by emergency programmes. This analysis seeks to highlight factors that particularly affect older people in emergencies, especially health-related concerns and economic and social marginalisation. It proposes a strategy to raise awareness about older people in emergencies, and recommends policies and practices to address these considerations. It suggests objectives for the three phases identified for dealing with such emergencies: preparedness; emergency response and operations; and recovery and transition. This publication was developed by the Department of Ageing and Life Course (ALC) under the direction of Alexandre Kalache and Louise Plouffe. (RH). |
