Annotation | This is the annual report of the Healthcare Commission which was created under the Health and Social Care (Community Health and Standards) Act 2003. The organisation has a range of new functions and takes over some responsibilities from other commissions - Commission for Health Improvement, National Care Standards Commission and elements of the Audit Commission's work and covers only England and Wales. Professor Sir Ian Kennedy, is the current Chair of the Commission and Anna Walker CB is the Chief Executive. The Healthcare Commission introduced a system for assessing healthcare organisations in the NHS - the annual health check - in 2005. It assesses, on behalf of patients, whether the Government's standards are being met in areas such as safety and the quality of the experience of patients. This process leads to awarding NHS trusts a rating that consists of two elements: quality of services and use of resources. Following consultations, changes have been made to better tailor assessments to the different types of trusts in the NHS and these are to published separately - criteria on standards for mental health trusts and ambulance trusts. Since April 2006, the Healthcare Commission has the discretion to decide how often each provider needs to be inspected. The Care Quality Commission will come into existence in April 2009 and take over the work of the Healthcare Commission. (KJ). |
