Annotation | Since star ratings for adults' social services were introduced five years ago, standards have improved. The star system is being replaced by an assessment framework based on the seven outcomes for service users, which was proposed in the White Paper, 'Our health, our care, our say'. This article contrasts improved performance since 2002 in Tower Hamlets, compared to Harrow which has only ever received a one star rating. Given the eligibility criteria imposed by many authorities that only fund those with substantial and critical needs, this situation may well change. (RH). |
