AnnotationPrevious reports from the Commission of the European Communities have highlighted the importance of lifelong learning. This Action Plan focuses on those who are disadvantaged because of their low literacy skills, inadequate work skills and/or other skills; these could include older people. It follows the consultation on the Communication, 'It is never too late to learn', the aim being to implement that Communication's key messages: to remove barriers to participation; to increase the quality and efficiency of the sector; to speed up the process of validation and recognition; to ensure sufficient investment; and to monitor the sector. Follow-up to this action plan is indicated. (RH).
