Annotation | Two reports arising from research funded by the Economic and Social Research Council (ESRC) Public Services Programme examine how social services departments have responded to legislation making them liable for patients who continue to occupy hospital beds after being passed fit for discharge. Both studies were conducted at University College London and the University of Edinburgh by David McCoy, Allyson Pollock and Sylvia Godden. The first, 'Survey on the implementation of the Community Care (Delayed Discharges) Act 2003' (PSP Discussion paper series no 0702; May 2007 www.tinyurl.com/38puzh), examines the extent to which hospitals implemented the charging option. The second, 'Can we tell if government policies are working? Interpreting government data on delayed discharge from hospitals' ((PSP Discussion paper series no 0702; May 2007 www.tinyurl.com/294k7r) assesses the validity and usefulness of data about the situation before and since the Act. This article confirms the research findings on the need for improved data collection: there is currently no way of accurately monitoring issues around delayed discharge as collected by the Department of Health (DH) situation reports (Sitreps).
