Annotation | Restraint can take many different forms. In presenting people's views and understanding of restraint, this study uses a broad interpretation that includes physical restraint, physical intervention, chemical restraint, environmental restraint, electronic surveillance and medical restraint. The study is based on wide consultation and findings from 253 survey responses from older people, carers, care workers, care professionals and policy makers; also eight group discussions with 76 older people and their carers and families. In addition, the study used CSCI datasets to find references to restraint. The study summarises relevant national policies; describes people's understandings and experiences of restraint; examines who gets restrained and why; and considers the uncertainties and dilemmas for staff. Appendices draws attention to relevant parts of the Care Homes Regulations 2001 and the Domiciliary Care Regulations 2002, and to the constituents of good restraint policies. The report stresses the balance between keeping people safe and respecting their rights. (RH). |
