AnnotationFor many years, age sector non-governmental organisations (NGOs), organisations representing older people (the Age Sector), and other sections of European society have been concerned about the incidence of age discrimination. With the EU Employment Directive taking effect, October 2006 is considered timely for considering a more comprehensive consideration of age discrimination. This explanatory memorandum notes that following the EU's Green Paper 'Equality and non-discrimination in an enlarged EU' in May 2004, the European Commission was undertaking an in-depth study on possible further anti-discrimination measures. It outlines the possible content for such a draft Directive, stipulating what should be included and the grounds for permitting exemptions. The draft Directive's overall aim is to provide for a focus for debate and discussion throughout Europe, with the intention of providing better protection for people of all ages from age discrimination, and to demonstrate that legislation is practically possible.
