Annotation | The current adult social care system penalises people who have saved all their lives, but how will the government rectify this without breaking the bank? The Chief Executive of the King's Fund explains how a coalition of 15 bodies, Caring Choices, has sought to stimulate debate and encourage the government to take action. The coalition has identified three important questions. First, who should pay for personal care? Second, how do we encourage people to contribute to care costs.
