Annotation | Bismarckian welfare systems are found mostly in continental Europe and offer a level of social protection that is dependent on work/contributions (e.g. payroll taxes). This article discusses the main characteristics of Bismarckian welfare systems; the main changes that have occurred in these systems and why it is appropriate to speak of "realignment" of Bismarckian welfare policies relating to the social policy agenda. Other articles in this issue of Social Policy & Administration examine social policy reforms closest to the "Bismarckian" model: old-age, health, and unemployment insurance; elder-care policy reforms; long-term care policies; and the role of firms and social partners in family policies. Many European countries have undergone some form of reform of their welfare systems since the 1990s, which are examined in this and other articles. (RH). |
