Annotation | A 2005 Office of Fair Trading (OFT) study found that older people are poorly served by the home care market and need much better and easier access to information when choosing a care home. The present CSCI study was conducted in the light of increased concerns regarding the experiences of older people who fund their own care or seek care and support. CSCI's investigation includes findings from: an independent study in 10 councils of older people and their carers, care home staff, council care managers and commissioners; 110 inspections of care homes' performance against relevant National Minimum Standards; 395 full inspections in care homes; an online survey of 188 relatives and carers of older people who had moved into a care home or were considering doing so; and a "mystery shopping" exercise with 150 councils with social services responsibilities. The report's findings consider care homes' and councils' policy and practice, with examples of good practice on: making a decision about going into a care home; information when choosing a care home; information about care home fees and the funding system; knowing what you will get for your money; and the right to make comments and complaints. Among conclusions are: the need for access to expert, impartial advice and information; greater transparency about price and funding; more choice; and dealing effectively with complaints. (RH). |
