AnnotationThe Office of Fair Trading (OFT) carried out a study of the care homes market, as a response to to a super-complaint on the sector from Which? (formerly the Consumers' Association) in December 2003. The study focused on consumer behaviour, price transparency, and contracts in relation to current and future fees. As part of this study, the OFT commissioned the Personal Social Services Research Unit (PSSRU) to conduct this literature assessment to inform consumer behaviour strand. The review is in five main parts, starting with the characteristics of older people living in care homes. The legal and policy context is outlined in terms of policy aims and objectives such as advocacy and complaints mechanisms, and the responsibilities and duties of local councils, the National Health Service (NHS) and care home providers. The next section describes key issues and concerns, before the main consideration of the literature on consumer behaviour and care homes. This includes reviewing the evidence about the meaning and significance of moving to a care home for older people and their relatives, the frequency of moves between homes, and the process of moving. The process of moving is considered in terms of: the timing and reasons for moves; the choices of moving to a care home; and the choice of individual home. Evidence regarding the effectiveness of redress mechanisms and the impact of consumer behaviour on the market is also assessed. The conclusion offers comments about the strengths and limitations of the evidence base. (RH).
