Annotation | The Balanced Budget Act 1997 (BBA) significantly changed the Medicaid managed care market in the US. This report assesses the effects of such changes on the general Medicare+Choice environment in Cleveland, Los Angeles, New York, and Tampa-St Petersburg. Although there is some element of consumer protection in the BBA, differences between these locations in premiums charged and benefits offered are likely to lead to many members withdrawing or the plans themselves being withdrawn.
