Annotation | The author analyses policy developments in adult social care during 2006. She identifies a tension in New Labour's modernisation agenda for social care between user empowerment and the development of a closer partnership between the health service and social services. While the 2005 Green Paper, "Independence, well-being and choice" (Cm 6499) promoted user empowerment, the 2006 White Paper "Our health, our care, our say" (Cm 6737) seemed to be more about promoting individual autonomy. The rest of the chapter concentrates on wider policy developments in 2006 of concern to older people, disabled people, and mental health service users. (RH). |
