Annotation | What should governments do about the provision of long-term care for frail older people in ageing societies? This paper considers some of the difficulties of taking a global view on this matter. It examines differences and similarities in policy context between developed and developing countries, and asks to what extent and in what way the problems of policy-making for long-term care are problems of fairness.
