AnnotationThe Medicare+Choice (M+C) program was created by the US Balanced Budget Act of 1997, as an attempt by US Congress to provide a wide choice of private health plans to Medicare beneficiaries. However, in the ensuing five years, the number of plans available has declined, and those remaining have made significant changes to their benefit packages. This report uses data from Medline Compare, the Centers for Medicare and Medicaid Services' (CMS) consumer-oriented summary of information on M+C plans. Key findings include the following: M+C plans continued to increase premiums and cost-sharing while reducing the benefits they offer; some chronically ill enrollees face substantial out-of-pocket costs because of increases in cost-sharing for hospital and other services; and many health plans added or increased premiums.
